Fuel poverty

Households that experience fuel poverty based on the “Low income, high cost” methodology, where required fuel costs are above the national average, and where spending that amount would be left with a residual income below the official fuel poverty line. The key elements in determining fuel poverty are income, fuel prices and fuel consumption.
